Receipt of an orphan's or a child's certificate without parental care for the provision of social guarantees.

Process description

  1. Service Description
    The Orphan's Court, which has taken a decision regarding the out-of-family care of a child aged seven years, as well as the child who has reached legal age, shall issue a uniform model certificate for the provision of social guarantees.
    A certificate shall be issued to a child who has reached legal age if he or she learns in one of the education levels specified in the Education Law (basic education, secondary education, higher education) and, in accordance with the procedures specified in the regulatory enactments regulating the field of education, successfully undertakes the educational programme.
    A child and a child who has reached legal age shall have the right to use the allowance for fares in public transport when presenting a certificate.

  2. Request Service and Required Documents
    Receipt of services documents required:
    For a child aged seven years:
    1) photograph of the child (3 x 4 cm);
    2) the previously issued certificate (if it has been issued).

    For a child who has reached age:
    1) photograph of the child (3 x 4 cm);
    2) the previously issued certificate (if it has been issued);
    3) a statement of an educational institution which certifies that a child learns and, in accordance with the procedures specified in the regulatory enactments regulating the field of education, successfully undertakes the relevant educational programme in such institution.

  3. Receipt of services
    For the first time a certificate shall be issued and the term of validity thereof (not longer than three years) shall be determined by the Orphan's Court, which has taken a decision regarding the out-of-family care of the child.
    A re-issue of a certificate and the term of validity thereof (not longer than three years) shall be determined by the Orphan's Court in conformity with the location of the non-family care service provider or the location of the educational institution in which the child who has reached age is studying.
    A certificate shall be issued each year to a child who has reached legal age by 1 October of the relevant school year.
